General Description

PMA Agile is a three-year project to build a monitoring and evaluation platform for large-scale projects that will enable near-continuous tracking of performance and progress toward the projects’ intended results. The project is led by the Bill and Melinda Gates Institute for Population Health at the Johns Hopkins Bloomberg School of Public Health, Department of Population, Family and Reproductive Health and is implemented by local university and research organizations in Africa and Asia. PMA Agile will build the capacity for and promote the use of programmatically-relevant M&E data at national and subnational levels by local governments, research institutions and implementing partners to support evidence-based decision making. The project will do this by creating a flexible, user-friendly dashboard with relevant family planning data from surveys, integrated HMIS data, and linked project records with meaningful and interpretable measurement views at different levels: the reporting health facility, the local government, the in-country implementing partner, the sponsoring donors, and the Gates Institute and PMA Agile team. The PMA Agile approach will, at a minimum, track change at the health system level, through quarterly (moving to monthly) public and private health facility audits (called Agile surveys) and periodically through collection of data from households/females on exposure to project interventions (e.g., brand awareness, participation in special outreach activities, media exposure).

Program countries currently include: Kenya, Nigeria, Niger, Burkina Faso, Cote I’voire, and India.

The PMA Agile Project Manager will provide administrative, coordination, and technical assistance to PMA Agile program activities in Baltimore and program countries. The Project Manager will provide day-to-day support and coordinate the technical and logistical contributions from Baltimore headquarters to survey data collection being implemented by university/research institutes based in project countries. The Project Manager will be the point of contact with the PMA2020 country leads and The Challenge Initative (TCI) officers.

Major responsibilities include assisting with work plan and budget development, coordinating and facilitating fieldwork trainings, and coordinating logistics for start-up with local partners. Upon the development of country work plans, the Project Manager will be responsible for tracking program progress against a set of goals. Development and management of partner sub agreements will be done in collaboration with the PMA Agile Director and the financial management team in Baltimore, as well as relevant departmental staff at JHU.

The PMA Agile Project Manager will report to the PMA Agile Project Director or designee and may be supported by student research assistants.


  • Master's degree in public health or related social science discipline.
  • Three years of experience in survey design, implementation, and report generation, preferably in developing countries.
  • Experience working in an academic or research environment.
  • Overseas work experience, especially in Africa and Asia.
  • Must be a fast learner with independent problem solving ability and strong communication skills.
  • Willingness and ability to travel domestically and internationally up to 20%.

Preferred Qualifications

  • Experience working with international donors and foundations and preparing grant proposals a plus.
  • Advanced proficiency in statistical analysis programs, preferably Stata a plus.
  • French or other program country language skills a plus.
